as　　　a　　　matter　　　of　　　fact；　　　retained　　　absolutely　　　in　　　their　　　own　　　hands　　　the　　　right　　　of　

sovereignty：　　　　　　　this　　　is　　shown　　　　　by　　　　the　　　method　　　　　and　　　　plan　　　　by　　　which　　　　　the　

government　was　carried　on；　as　I　will　now　explain。
